Increasing Community Participation in Governance and Management of Health Service Delivery at County Levels in Kenya

HERAF, for the years 2016-2017, through the support of Open Society Initiative for East Africa (OSIEA) and the Open Society Budapest Foundation (OSI) will be implementing a project titled “Increasing Community Participation in Governance and Management of Health Service Delivery at County Levels in Kenya

The project will work to strengthen community participation in governance and management of health care service delivery , empower communities with information on health as a human right including the linkage between human rights and community monitoring ; facilitate communities to  participate in planning , implementation and monitoring of health service delivery and empower the supply side of the health care service delivery who are the county government health structures so that they are able to meet the demands placed on the them as duty bearers by the right holders who are the communities.

The project expects to achieve the following objectives:

1. To promote dialogue on health as a human right among communities in Kwale, Embu and Nyeri counties

2. To strengthen the capacity of communities in Nyeri, Embu and Kwale Counties to participate in planning, implementation, and monitoring of health services

3. To empower the county government health structures to represent community interest in the design and implementation of right based approach to health programmes and interventions at the county and national level.

It is expected by the end of this project, there will be,

a) Enhanced knowledge on the right to health and other related economic, social and cultural rights among communities

b) Health sector stakeholders at national and county levels empowered to uphold the right to health for improved service delivery

c) Citizen’s participation in the health sector budgeting processes at county levels increased.

d) Increased demand by communities for the delivery of quality health services Health sector stakeholders at county levels empowered to uphold the right to health for improved service delivery

e) A platform for civil society to engage with policy makers at national and county levels in strengthening health sector structures and Systems created.
