Promoting Transparency and Accountability in County Governments Budgets

For the year 2016/17 Center for international Private Enterprise (CIPE) partners (MUHURI, Kerio Center, IPF, Chemi Chemi ya Ukweli, and HERAF) with the support of CIPE shall be implementing a project titled, “Promoting transparency and accountability in county government’s budgets”. The project aims to scale up and strengthen the participation of civil society organizations and communities in the County budget making process. The project envisions the engagement of more than 250 grassroots civil society organizations in the budget making process through empowerment with information on the budget making process, coordination of the consolidation of their inputs and proposals into the county budget making process and also facilitation to access avenues of the budget making process in the previous 5 targeted counties (Nyeri, Kilifi, Makueni, Elgeyo Marakwet and Migori Counties).

HERAF shall be providing programme coordination and oversight for the CIPE partners. This will be through monitoring the implementation on the sub grants to the partners and planning and coordination of joint activities among the partners. As such, HERAF will work to ensure that partners implement their activities and report in a timely manner. At the end of the project, HERAF will also compile an end of project report for the program and organize a media event to launch the same.

The main objectives of the project include:

1. To enhance civil society participation in the 5 target counties 2016/17 budget making process

2. To monitor the use of Nyeri County budget using the budget monitoring tool

3. To enhance the capacity of civil society to advocate for budget reforms at the county level
