Introduction 

Health Rights Advocacy Forum (HERAF) is a national non-governmental organization that promotes human rights based approach in health care delivery. One of our Strategic Areas of Focus is to promote social accountability in the health sector. Towards this, HERAF, in partnership with other CSOs and NGOs, is in the process of planning a national conference on enhancing accountability and performance in Kenya’s health sector in the month of December 2017 as part of International Human Rights Day and Universal Health Coverage (UHC) day’s commemoration in Kenya.  

Conference Objective 

To stimulate dialogue on enhanced accountability among health sector stakeholders in Kenya at national and devolved governments.  

Specific objectives 

1. To assess Kenya’s environment for social accountability and what need to be improved;

· Identify areas for policy, legal and institutional reforms in order to strengthen accountability relationships between policy makers, health service providers and citizens; 

2. To assess global, regional and national health sector commitments made by Kenya government and how accountable the government is towards their fulfillment:

· Establish the status of Kenya’s key health commitments at global, regional and national levels – HRH, Health Financing, Reproductive Health, Family Planning, MNCH, HIV,TB and Malaria;  

· Share mechanisms, experiences and lessons learnt on citizens engagements in assessing commitments made by government in Kenya’s health sector; 

3. The place and role for regional and global health campaigns in increasing social accountability, access and quality of health care services in Kenya

4. To comprehend how and what measures change and results in social accountability works for more targeted and improved assessment.  

Thematic Areas for the Conference

1. Understanding social accountability in health sector in the context of devolution 

2. What is accountability? What does accountability entail in the health sector

3. What measures exists for enforcing the accountability and performance of politicians to citizens; of the health care provider to the state; of government officials at Ministry level to the health care provider; and of the health care provider to the citizen? 

4. What is the government doing to fulfil national and global health targets such as SDGs?

5. What are the most promising accountability tools and what are their challenges and lessons learnt in their application?

6. How can accountability be integrated into health reform processes?

7. What is the role of modern technology in improving accountability to better hold governments, financial institutions and health providers accountable for the cost, quantity and quality of health services?

8. What tools measures change and results in social accountability? 

a. What opportunities are there for the government to work more effectively with civil society and citizens as stakeholders in improving accountability and performance in health sector?  

Proposed Conference Dates: 6th to 7th December, 2017

Key Participants

Key participants will be National and County government officials, accountability constitutional commissions, Council of Governor, Civil Society Organisations, the private sector, Faith Based Organisations, Non-Governmental Organisations, Community Based Organisations and Development Partners. A total of 150 participants are expected. All counties will participate in the conference.

Conference Output

· Social accountability action plan: Agreed upon by participating stakeholders providing a framework for use by civil society organization to engage the national and county governments in improving accountability for commitments and results.
